The Rwanda Demobilization and Reintegration Program (RDRP) is now in its third phase. The first phase (1998/2002) was managed by UNDP. Its outcomes were heavily affected by the security situation in eastern DRC. A large number of ex-combatants did not receive full reintegration support.
The Government approached the World Bank in 2001 to start the second phase of the Program. The US$65.5 million operation was financed by grants from IDA, the MDRP, and several bilateral donors. The project closed in December 2008 due to the closure of MDRP. It is considered one of the most successful DDR operations in the region. 29,600 ex-combatants of the 36,000 targeted were demobilized, and over 43,000 received reinsertion and reintegration support.
The third phase of the RDRP started in early 2009. It targets 4,500 members of Rwandese armed groups, the vast majority of which are from the FDLR. The program also targets a final reduction in force of the RDF (Rwanda Defense Force). The overall budget is US$28 million, financed by the Government, an IDA grant, and a multi-donor trust fund. A US$4.5 million grant from the TDRP has been approved in January 2010 to fill a financing gap in the program's budget. |
